The STRAN Network is a joint effort, offering the region’s thirteen (13) counties an easy way to increase preparedness across the South Central Texas Region. The network allows each county to better use resources, share best practices with one another, develop regional responder badges, improve security and mutual aid, all while controlling costs. The section below contains some of the highlights about how each county has incorporated some of the tools into their preparedness, response and recovery capabilities. COUNTY by COUNTY Atascosa County offers emergency and non-emergency mass notifications, including National Weather Service Alerts to registered residents. The County uses the network tools and technology to offer standardized ID badges for any response and support agency participating in the STRAN program. Mutual Aid resources are managed using the system, allowing regional EOCs to find critical resources to support response for major disasters. Atascosa County is also implementing the regional integrated security solutions of integrated wireless panic and alerting, situation-based access control and video camera solutions. The STRAN regional security program is part of the ACS Unified Community Security Initiative that helps communities implement security strategies that improve threat identification, reduce reaction times and helps ensure access for emergency personnel. Bandera County provides non-emergency and emergency mass notifications, including National Weather Service Alerts, to registered residents. The County participates in the standardized ID badge program which is available for any response and support agency in Bandera County that participates in the program. Mutual Aid resources from the County are available through the system for regional EOCs to find critical resources in support of the response for major disasters. The Bandera County EMC, Carey Reed, is an Officer of the ACS South-Central Texas Chapter User’s Group, is a member of the STRAN Dashboard Committee and active in the National ACS Advisory Councils. Bandera County hosted the ACS National Annual Leadership Summit (ALS) in 2015 and will be the host of the 2018 ALS National Event. Bexar County residents or those interested in County conditions can register to receive National Weather Service Alerts. Additionally, the Cities of Helotes and Shavano Park offer various emergency and non-emergency notifications to area residents who opt-in to receive these messages. Several response agencies use the tools for responder notification or call-out of first responders during emergencies. A number of Cities in the County participate in the standardized ID badge program which integrates with a number of building security and access control systems used in the area. Key members of the Regional Emergency Preparedness Advisory Committee (REPAC) manage regional resources using the STRAN database. The San Antonio Metropolitan Health District is working with the Department of State Health Services (DSHS) and several counties within the region to expand the use of STRAN tools for badging POD volunteers and tracking / reporting of volunteer efforts during major disasters. Mutual Aid resources for the region (via AACOG) are available through the system for regional EOCs to find critical resources in support of the response for major disasters. Comal County provides National Weather Service Alerts to registered residents. The City of New Braunfels manages CERT volunteers, to support communications, credentials and badges, using the technologies provided through this STRAN Dashboard. Mutual Aid resources from the County are available through the system for regional EOCs to find critical resources in support of the response for major disasters. Frio County provides National Weather Service Alerts to registered residents. The County uses the network tools and technology to provide standardized ID badges for all county employees. Mutual Aid resources from the County are available through the system for regional EOCs to find critical resources in support of the response for major disasters. Frio County is also implementing the regional integrated security solutions of integrated wireless panic and alerting and situation-based access control solutions. The STRAN regional security program is part of the ACS Unified Community Security Initiative that helps communities implement security strategies that improve threat identification, reduce reaction times and helps ensure access for emergency personnel. Gillespie County and the City of Fredericksburg provide mass notifications for both emergency and non-emergency purposes, including National Weather Service Alerts to registered residents. On a county-wide basis, voice messages can be sent to non-registered residents using the system reverse calling capabilities, the local 9-1-1 database and the integrated (i-INFO) public alert warning system (i-PAWS). Mutual Aid resources from the County are available through the system for regional EOCs to find critical resources in support of the response for major disasters. Guadalupe County residents offers non-emergency and emergency mass notifications for residents, including National Weather Service Alerts. The county can manage volunteers, to support communications, credentials and badges, using the technologies provided through this STRAN Dashboard. Karnes County residents can register to receive National Weather Service Alerts. The STRAN program will provide standardized ID badges for any participating response and support agency. Mutual Aid resources from the County are available through the system for regional EOCs to find critical resources in support of the response for major disasters. Kendall County provides mass notifications, including National Weather Service Alerts to registered residents. The City of Boerne offers emergency and non-emergency notifications to area residents who opt-in to receive these messages. The County will soon provide voice messages to non-registered residents using the system’s reverse calling capabilities and the local 9-1-1 database. The Fire Marshal’s Office uses the tools for responder notification or call-out of Volunteer Fire responders during emergencies. The County provides standardized ID badges for registered response and support agencies participating in the STRAN program. Also, the County provides standardized ID badges for participating response and support agencies and also has begun the implementation of the regional integrated security solutions of wireless panic and alerting, situation-based access control and video camera solutions. Kendall County GIS Manager, Mike Howle, is an Officer of the ACS South-Central Texas Chapter User’s Group and member of the STRAN Dashboard Committee. Kerr County provides National Weather Service Alerts, to registered residents. Mutual Aid resources from the County are available through the system for regional EOCs to find critical resources in support of the response for major disasters. McMullen County provides mass notifications, including National Weather Service Alerts, to registered residents. Mutual Aid resources from the County are available through the system for regional EOCs to find critical resources in support of the response for major disasters. Medina County provides mass notifications, including National Weather Service Alerts, to registered residents. Working through the Veterans Service Office, the County offers communications regarding Veterans and their families. Additionally, all five (5) incorporated municipalities of Castroville, Devine, Hondo, La Coste and Natalia offer both emergency and non-emergency notifications to area residents who opt-in to receive these messages. The Sheriff’s Dispatch uses the tools for responder notification or call-out of first responders during emergencies. The County provides voice messages to non-registered residents using the system’s reverse calling capabilities and the local 9-1-1 database. Medina County was the first county in the US to provide automated updates and evacuation alerts to residents located in or near areas that are prone to flooding. Additionally, the County provides standardized ID badges for participating response and support agencies. Medina County also leads the region in implementing the regional integrated security solutions of wireless panic and alerting, situation-based access control and video camera solutions. The STRAN regional security program is part of the ACS Unified Community Security Initiative that helps communities implement security strategies that improve threat identification, reduce reaction times and helps ensure access for first responders. Finally, mutual aid resources from the County are available through the system for regional EOCs to find critical resources in support of the response for major disasters. The Medina County EMC, Keith Lutz, is President of the ACS South-Central Texas Chapter User’s Group, as well as active in several of the National ACS Advisory Councils. Medina County will host the ACS National Annual Leadership Summit (ALS) in 2018. Wilson County, as well as the Cities of LaVernia and Stockdale, offer mass notifications, including National Weather Service Alerts to registered residents. The County manages credentials and badges for their CERT teams, called 2nd Responders, using the technologies provided through this STRAN Dashboard. The County uses the business registry to encourage private sector businesses to receive specific notices from the County, as well as ways to offer resources that can assist the County and region in a disaster.
